Reset a password

Owner-gated recovery for an account that cannot sign in. Leave the new password blank to have the backend generate one.

POST /admin/owner/reset-password. The backend rate-limits this to 10 resets per hour per caller. The resulting password is returned once and is not recoverable afterwards.
